Children play in a school yard in LaosLaos is one of the poorest countries in South East Asia. 60% of the population is estimated to be under 20 years of age, 47% under 18 - still children - whilst just under 40% are less than 14 years of age. Overall, poverty has declined from 46% in 1992 to 36% in 2006, although the most recent Household Expenditure Survey showed that 43% of the population is unable to satisfy minimum food requirements. Illiteracy and poor access to health services are the norm in most rural locations. Children are disadvantaged the most by this situation, growing up with a high chance of being stunted, illiterate and without access to basic health care and therefore at risk of dying from common preventable diseases. In Laos the voice of young people is mostly discounted. Child participation is still limited both in practice and understanding at national and community levels. The issue of violence against children is still not widely recognised and discussed, at family, community or institutional levels.

Save the Children has been working in Laos for over 24 years, and during that time we have developed a strong reputation as one of the leading child rights organisations in the country. We are considered to be one of the lead agencies in the Health Sector where our work is well recognised and acknowledged, both nationally and internationally. We are one of very few agencies working on Child Protection in a comprehensive manner. Our work in education and disaster preparedness and response is also well known and recognised by the government and development partners where we continue to play a leading role.
